This is a Libbey Paperweight bought from the estate of an Libbey's glass worker. It was a custom for the glass workers to make paper weights during the few minutes after eating. Each worker had a competition with each others daily, so there's alot of these, and never sold to the public.
If you go into the cemetery in Toledo, you would had seen these on top of the grave stones of the Libbey's workers. They have been removed by family due to the theft of these.
We did live in Toledo, OH for years, before moving to Cleveland, OH
