This Terri has one dotty eye and one not. Not sure what the artist was doing. She is wearing a navy colored daisy dress with a white collar.

I believe he was attempting to affect tears, wateriness in the eye. Maybe too, the missing dot fell/peeled off? This doll has a [fabulous!] expression.
