Silver Serving Set with intricate wood-carved handles and covers

Each piece in this fork and knife serving set are about 12" in length.
The wooden handles are intricately carved and each piece has a matching wooden cover with brass clips and tips.
The fork and knife pieces are silver. They are possibly from Russia and my Father got them in the 1920's or 1930's. Could someone please help me identify what they are and where they are from? I see no inscriptions at all anywhere on these pieces.
