    This could be one of the 453 Flag Stands donated to the Women's Relief Corp by Captain Wallace Foster, a.k.a. Indiana's "The Flag Man".

      I stand corrected. After rereading, Journal of the 35 National Convention of the Woman's Relief Corps, Volume 35, Part 1917 By Woman's Relief Corps (U.S.). National Convention. There were actually 906 made and sold for the Women's Relief Corps. 453 with 1000 Flags for $266.07 and then 453 additional Flag Stands for $86.07.
      Capt Foster a.k.a. "The Flag Man" was very active in teaching the public about the history of the National Colors, and often worked with the W.R.C. So much so, that he actually did speak at one of their Conventions.

      I am not sure if you have this but here is the history of Wallace:

      Residence Indianapolis IN
      On 1/15/1862 he was commissioned into "H" Co. IN 13th Infantry
      Promotions: Capt 4/1/1863
      He Resigned on 7/29/1863
      He had previous service with the 11th IN (about 4 months)

      He was not involved in any major battles during his service.

      If by Major Battles you are referring to any Battles that may have be considered Main Stream, then no he wasn't. However, he was involved in quite a few skirmishes that pitted him against the likes of Stonewall Jackson and Longstreet, during his short service.
      I did some research on Ancestry to see what I could find from his Civil War Service:
      Served with D and H Companies of the 11th Indiana from 20 April 1861 through 2 August 1861. During this time he would be Commissioned as an Ensign and eventually a 2nd Lieutenant.

      A brief history of the 11th Indiana:
      11th Regiment Infantry (3 Months)
      Organized at Indianapolis, Ind., April 21-25, 1861.
      Duty picketing the Ohio River, near Evansville, Ind., until June 7.
      Moved to Cumberland, Md., June 7-9.
      Action at Romney June 13.
      Seneca Mills June 14.
      Frankfort and Patterson Creek June 27.
      March to Bunker Hill July 8 and joined Patterson's command.
      Expedition to Romney July 11-13.
      Moved to Indianapolis, Ind., July 29. Mustered out August 2, 1861.
      He was Commissioned as a 1st Lieutenant in H Company, 13th Indiana on 15 January 1862. You are correct about the dates of his promotion to Captain and his resignation.

      Thanks for the advice. I was thinking about having one of the them refinished for myself. Not sure what to do about the other 3 right now. Maybe give one to each of my kids.
