I know that is a hole punch. It has a patent date for oct. 9, 1800. What was it used for and is a rare thing?

Looks like an old press to put grommets or cold rivets in material.

Leather punches usually came with an assortment of dies, are those removable?

I am not sure. I haven't tried to take any out. It is still operational. It works fine.

fhrjr2 has it right, I have one of these that is used to set grommets, usually used with canvas tent material and brass grommets.
