Looked around for a bit about this bear, and couldn't seem to identify it by the guidelines online. The most prominent identifying features seem to be the standing bodytype, the non-jointed frame, the glass eyes, brown stitched nose, STEIFF 5mm button, the leg tag, and the type of fabrics used. It seems almost like the mohair on the hands feet and head, but kind of like a canvas or tight burlap for the rest of the body.
I'm hoping to find out when this bear was made, and an estimate of value. :)
OH~ also, I believe the dress garments to be handmade, but couldn't remove them for fear of damaging the doll.

Wonderful original Steiff bear ! he dates from 1940's during time US occupied germany . If you sell him they will want cloths off to see fur and any damage . They can be removed carefully with a tiny stitch cut one at a time . Old steiff bears in good condition have held theit value pretty well . he is not the early one with hump in back and long arms that is most sought after but he is a special one and you should do well selling if he has no severe damage under clothes .
Wow, Thank you for that information!! The green dress itself is slightly torn along a front seam, and shows some other wear and tear... The fabric on the front paws are also a bit worn. I'll have to find an expert for an appraisal. :) So glad there was a listing in that book!
