This is a Deco, 1920's Stewart-Warner speaker. I have been able to find similar speakers, the only difference is that they are not painted. I am unclear as to whether or not this was originally painted or if it was painted later. The other speakers I have seen appear to be gold or bronze in color, although I am unclear whether or not it is paint. On mine, the women's bodies appear to have had a silverish paint, but much of it is chipped. The border around it may have been a white paint. The metal underneath is a dark, tarnished silver. The paint on the dresses is almost entirely in tact. The piece in the center and the sides are painted black. The back has the same fabric covering and metal center piece, but is otherwise plain.
