I am guessing this is US military based on the other photos it came with. He has some type of epaulettes or other decoration on his shoulder. Any help is greatly appreciated!

Very cool, but not U.S. This young man was a member of the famous Italian Bersaglieri - Elite light infantry of the Italian Army. I think the photo is turn of the century.

The hat has always intrigued me. The feathers are from a grouse called the capercaillie. The hat would have had a badge which we can't see. In Italian the hat is called "il moretto" or "il vairo". Northerners use the term 'moretto da bersagliere' and Southerners refer to it as the 'vairo da bersagliere'.
