I love cobalt glass. I found this paperweight at an estate sale a few years back.
No markings for ID.
So heavy for size, pretty too.

Your telephone paperweight was manufactured by Fenton Art Glass Co for the Bell System between 1910 to 1930. some of the paperweights have white lettering that says New york Telephone Company on one side and Local and Long Distance on back side.
