Looks like nob & tube wire and hex head nuts on it. Might be telegraph might be electric related. I haven't seen much telegraph stuff, but what I have seen had square nuts and a different type wire. Regardless it is old (like me) so I like it.
can you post some more images of it?
The picture didn't come out well when blown up but it looks like a press or a punch. It articulates and has what appears to be a threaded press in the center. The electric leads on both ends have me wondering.
I believe that it is a switch, on the left side are the two contacts for the switch, the threaded portion in the centre would set the limit of movement of the arm that opens the switch. The white pieces above and below the contacts are porcelain insulators, this isolates power too the contacts only & they can be seen in the connection points on the right hand side of the mechanism.
I think its a carbon arc lamp used during the wars to spot airplanes in the air overhead.
