From the dining car a silver syrup pitcher by the International Silver Co. given to my Dad when the Ft Worth Terminal was closed. also marked on one side The Eagle which was the term used for their passenger trains. The saucer is attached to the pitcher. Rail companies usually used the some of the best silver companies for their dining cars. This may be a creamer not a syrup pitcher, Wife and I are still discussing this. Thanks for looking.

Could it also be a hot water/water pitcher for single serving tea/water maybe?

picker I don't really know but I think a syurp pitcher would have a thumb lever to raise the lid. but syrup pitcher was what my mom told me.
