Is this a tintype? And was there any reason in that era for people to cut their pictures?

It is a tintype.
Post Civil War tintypes are normally loose like this and may have uneven edges. Some were cut to fit into albums.

It is very small, maybe 3:2 inches...It would make sense if this was cut to fit in a jewel...

The size is typical of late 1870s- 1890s uncased tintypes.
I suspect that it just wasn't correctly centered on the subjects (2 girls). Both girls have their arms resting on props that wouldn't permit someone to be sitting right next to them and I don't see any evidence of additional people.
Images of this era were not always cut as well by the photographer. Cased images have a smaller margin for error since they have to fit a matting and case. The edge flaking/ rusting is often seen on uncased tintypes.
