      The soldier looks like US Army officer of the WW2 era or soon after (1940- 1950).

      Maybe taken somwhere in Europe-- no idea on the motorcycle.

      It is a 3 cylider engine,front wheel drive, German motorcycle. (note how weight of engine is compressing front tire)
