I don't know if this is an original Ringling Brothers Barnum and Bailey Circus toy, or just an average toy, but it looks rather old. I can't find any date on it, just the manufacturer name on the bottom, which is HAJI.
I believe it originally had an umbrella. here is a link. i think this one on the link is newer but its a vintage toy sight. I have seen this one before, but cant remember how old

Well that one looks close to this one, except for the back feet, ball color and umbrella. Thanks for the research though.

Founded in 1951, Mansei Toy Co. Ltd. (which often used the trademark "Haji" name on its toy cars) was a small Tokyo-based toy maker that focused mainly on producing toys in the vehicle category, but occasionally produced other metal toys as well. Haji is not known to have produced any toys beyond the 1960s.
