The one on the right is a 'Beam Scale' and should weigh anything placedon the tray up to seven pounds. The other is missing it's bin which would have fit itnto the four pronged 'nest' area, the flat tray would hold small weights that would be placed there by the operator. The goldish one was made by the Fairbanks Scale Company. and the othe could have been made by a lot of different companies.

I'm guessing I was wrong now having another look and seeing that the Fairbanks name is on the darker one, I can't read the scale so I don't know how high it reads...
The on with 'To Weigh Seven Pounds' may have had a seven pound "Calibrated" weight for the special shaped tray that would give true weight and account for the weight of the Bin also this would have had a specific use to be so limited. Sorry I was so out of phase last time.
