Not my cup of tea, but not what it seams.
Made about 1870 to 1890, typical of a mass produced Victorian ornament for the masses. The date, 1797 have fooled a few so called antiques experts, but no many. When it was made, the date was just because people wanted something that looked old, and the date did it all.
The points to notice are :-

The painted face, an older one would be unpainted and much better details
The colour, that blue and the brick red are just sooo late Victorian.
The potting, this jug has just been produced using 2 moulds.
And the potting is so thick.
And the date, well old jugs never used to have a date on, about as finding a Roman coin with the date 52BC on it.
And the wiggly line around the base, as a rule of thumb, all toby jugs with a line around the base are late Victorian.
