      This is not Moser, it's American. Scores of companies applied this type of gold encrusted band to stemware, dinnerware, and decorative items in the 1920s and 1930s. Sometimes the glass was produced by one factory and decorated by another. People generically refer to the pattern of the border as "Rambler Rose" though the patterns do vary. Do a google search with those keywords , you'll come up with something.
