Scene on metal plaque 5" x 3.5"

I found this in a local charity shop and I wonder if anyone knows what it is. It shows a scene pressed into a metal plaque, where two women are reading something of interest. The woman on the left has a bunch of keys hanging on her waist. The clothing they are wearing in 16/17 hundreds I think?
