The technique used here is called clobbering or a heavy application of enamel paint in certain areas. This technique gives you the raised effect tha tyou see which appears to be contained by wire - which it is not. The Japanese and especially a company by the name of ANDO, were experts in wireless cloisonne and their works are exceptionally valuable. This technique is sometimes referred to as Moriage in Japanese wares where the item is decorated in heavy enamel blobs, areas or beads
