it looks to me like a military multi tool.
I'd go so far to say it looks like a Cannon Tool. Mind you this is only a guess. The fold-out tools could be used on anything, but the device that looks it has a gauge, and adjustment screw, the peg out to the side (shown in last photo) and an eyesight could have been used to set the azimuth, range from a point of fire. "In theory it is a simple geometry problem. Start by considering the gun position a known point. Now establish a base line in the general direction of the enemy. Call this the azimuth of fire."
I repair wind-up phonographs, 78 RPM from the late 1880's to the early 1920's, this experience with old machinery, I would date this tool, WWI or earlier. No later than 1915-18 no matter what the tool turns out to be. Maybe it's a fancy pipe cleaner?
I have looked at this a dozen times, with nothing positive. I tend to go along with J_Oliver that it's some kind of gun related item. The pick, screwdrivers and nipple wrench would indicate muzzle loading era, but that forked tool still has me wondering about it's function as far as firearms.
Yeah the only thing close I could find online was a tool to repair AR-15s. This tool clearly predates that weapon, so I would go with any of the WWI weapons, most likely the rifles, maybe an early Springfield model.

The similarities to this tool lead me to believe its an earlier assault rifle multi tool.
