Scrimshaw Horn Shaker

This is an interesting piece; it caught my eye because I like bone, and horn, and I'll admit I'm always on the lookout for old ivory. Wondering if anyone has any idea if the design might indicate where it is from? It is handmade with a lighter wood I'm not familiar with, I'm hoping I'll have a better clue who donated the horn if I find out where it was originally carved. Thanks for looking!!
