      Could have said just about anything, My guess would lean towards something like "Change" at the top and the word "Oil" at the bottom. A lot of dealerships and garages would use this type of clock back in the late 40's to early 50's. I don't know for certain on this, but there are several others on "CW" that have some of these types of Clocks and will probably chime in with an informative answer. Nice clock and thank you for sharing.

      I think the brand of clock is a Roto-Dial..

      I've seen versions of this clock on office buildings. It would have said TIME TO INSURE. I don't think its a roto dial, they came around after WWII, this looks earlier, much earlier.
