      Pretty cool find!
A fire hydrant ( also known as a fire plug, or a johnny pump in NY) in the
front yard, and a parking meter for guests. :)
      Classic!!!

My best friend has a hydrant similar to yours. A friend of hers had it in his front yard for years and always mowed around it, he thought it was an operable hydrant. He had been getting a discount on his homeowners insurance for having a hydrant right in his front yard. Well, one day while mowing around it he knocked it over and discovered it was just for decoration! Ha!
