it's a farrier's brass hoof gauge
TallCakes is absolutely correct. Each horse is different in his gait, and this tool determines the angle of the hoof to the ground. Some women, for instance, walk just fine in high heels while some fall on their face. A farrier used a rough rasp to get to the desired angle before the shoe is installed. Very nice piece, i don't know about rarity, we have horses and you don't see one of these every day.
to expand a bit on Jim's comment: various horse breeds have their own natural gait. By varying the angle of how the hoof meets the ground the farrier is able to enhance the 'natural' gait. One (some think extreme) example of this is exhibited in show horses like the Tennessee Walking Horse; check some online examples of their front 'feet'. The hoof treatment is designed to enhance the smooth gait of these horses.
