Teak Serving Tray, but Something is Missing?

This cool tray is shaped like a paisley and is approx 5" up from the surface of the table. One tapered leg at the narrow end and gold tone wire support at the wide end underneath. The disc shaped thing twirls freely, and seems like there must be something missing that used to swing under or out during use? It's in excellent condition, but I've never seen anything like it so I don't know what might be missing. Any ideas?
