This is a strange item, the silver colored plaque on the hat of this "extremely happy" older gent. reads " Washington D.C." "The Capitol" . The bottoms marked "Made In Japan" . Any ideas????

You are right!...called an ugly head ashtray and are quite collectable here's one that was on EBay.....:-)
