brass and porcelain, or ceramic flowers from garage sale today!

I bought this today at garage moving sale. There is no store marks or artist marks on this. The flowers are on brass rods and stuck into some kind of cement or something, I can not tell as tiny rocks are glued or stuck to top. I think flowers are porcelain or ceramic. The leaves are brass, it is dusty. There is something about it I like. Has anyone seen these before? No marks on ceramic bottom of bowl it is in? toracat
