      This is called a sand pail and the design is a lithograph - the process known as tin lithography or tin litho. lots of these were made by Ohio Art who made lots of tin litho toys in the 20s-70s [more or less]. they are very collectible, although the design on yours is not one of those which fetches the highest prices. they look like smaller sized pails, rather than the standard which is about 7" tall x 5" wide. look up tin litho pail on etsy or ebay to get an idea of values.

      Very cute. The graphics look like 1960s to me. As Ho2cultcha said, Ohio Art was a major manufacturer of sand pails, also Chien. The marking on yours isn't Ohio Art or Chien, I'm thinking maybe a Japanese manufacturer. Perhaps someone else can identify that mark, it doesn't look familiar to me. Very cute!
