England Flow Blue? Victorian Snapdragon plaque?

Hi,
I have a pair of these plates. The trim seems to be flow blue in a Victorian pattern, The flower on each plaque (not plate, wall hanging) is a snapdragon. I can feel the impressed marking on the back and I think it is an English hallmark but I can't read it. Any idea who the manufacturer is? Thanks!
