Black and White Photo signed and titled

I found this photo at a local thrift store. the frame is a bit scratched up but the photo and mat underneath are perfect. The picture has a title with a date and number and it has a signature. I cant read the signature well to get more information. I will be posting another photo by the same person. I just thought they were very well done.

Anyone recognize the signature maybe? Thanks!!
