    Here is what I think is an item that was sold in a store or won in a carnival.
    Its plastic/rubber head comes off and was filled with beads of coloured candy I believe.

      don't know about the Popeye head, but the glass looks to be from a Hazel Atlas ribbed glass salt or pepper shaker; check the bottom for the "H" over "A" mark.
