Tin Ambulance....Russian?

Picked up this Tin Ambulance last night at auction. I think it is Russian? Any help with translation is appreciated! Great condition, the front wheels turn by turning th blue knob on top. Think can make out "84" on the box. Not sure if that is the date or not.
