Favorite Art Piece From Granny...But what is it?

I used to stare at this ridiculous and fun piece when I was just a toddler at my grand parents house. Now, 30 years later, my Grandmother gave it to me. It's a real funny piece with all kinds of debauchery occurring. There are hands up skirts, bum pinching, boozing, and all kinds of fun stuff. Stuff I NEVER noticed before, and quite frankly I don't think my grandmother did either. I know there is a chance this was somebody's one time art project, or a pottery class fluke, but it feels like there may be some more history here. Has anyone seen anything like it before? We've decided it's an image of a crammed elevator. Beyond that, we have no idea. Thanks for any insight!
