My guess is it is for opening hot furnace or old stove cast iron doors.
The other side of the item shown should be concave and the outside edges should be beveled where it can be sharpened. It looks to be a plug cutter from what I can see in the picture. Not terribly old or of high value if I see it right.
Cut a plug from what? Sounds good to me! They did make things for lifting the round plates off of old cast iron stove tops but that doesn't account for the sharp edges, which I didn't notice earlier. G. Bush would probably classify it as a weapon of mass destruction if it could be associated with a country his father wanted to invade.
Maybe for gouging maple trees to get the sap flowing? Can you tell that I'm just guessing now?
If it is what I think it is, it was used in conjunction with a dibble of a slightly larger size. The cutter is used to push into the ground beside a small tree seedling or even cut a plug of sod etc. to be transplanted. You would push it into the ground then twist the handle to cut a circle and then lift out the plug with all the roots intact. The dibble was then used at the new location. You simply pushed it in the ground and it makes a cone shaped hole that will match the size of the plug. You then drop the plug into the hole and gently tamp around it. These are now even made that are mounted on the back of a truck and run by hydraulics that will transplant a quite large tree.
