it holds a ball of string to tie packages up,mostly used in stores ,made of cast iron

How big is it? It looks like a old bee cage for posting.
They use to send queen bees in the post in cages like the one you have.
its about 3.5 across never heard of a bee cage
It also resembles a church incense ball.
