The arm reads 'Barge(?) Electric Vulca Soling Press' -
Noun 1. vulcanisation - process of treating rubber or rubberlike materials with sulphur at great heat to improve elasticity and strength or to harden them
      Soling Press - http://www.google.com/patents?id=q-1qAAAAEBAJ&pg=PA1&source=gbs_selected_pages&cad=1#v=onepage&q&f=false
I would say it's an electric device for heat treating rubber shoe soles, and dates to the mid-20th century. Barge would be the company or retailer name.

I don't think it's for sewing but looks like the row of holes around the edge could have been for marking or punching holes, for stitching later.
