I am trying to figure out who the manufacturer of this spoon is, what it is worth, and if it is silver.

TYPICALLY, any "ware" would be accompanied by a sterling, assay mark, and site of origination. This item appears to have a beautiful stamp that is typical of note for a "plated" item. To find the actual maker would require searching sites and looking for the mark through a long list of makers.
You could also have the piece silver tested which is where I would begin. If it is not of silver then finding the maker wouldn't be worth the work.
My opinion and do keep bringing forth items :). I've bought silver for years and still got fakes. Once in a while we all run across a 'treasure" :).

The quickest and cheapest way to test for silver (in a very unnofficial way) is to dip it in very hot water (like your tea) and hold it for about 30 seconds. If it quickly becomes too hot to hold, it is likely silver.
However, I highly doubt this spoon is silver because, as stevedeal001 mentioned, it does not have a set of hallmarks; my guess is that it's a silver plated souvenir spoon from Scotland (as it has the crowned thistle on the back).
