Well, the only thing I can tell from the picture is that it has a power take off that would hook to a tractor. Can you show any pictures of what is inside the hopper? Hard to tell if it's a grinder/shredder/shucker etc from just the outside. It looks homemade, whatever it is. Did you buy it locally? If so, the normal agricultural products of the area would probably narrow the list. Some other pictures and ANY markings you find on any of the metal parts would go a long way to helping ID this contraption. And if there is any debris of any kind inside, that would be a BIG help! :-)

A friend found this item at a local farm auction, there are two 14" diameter by 2" wide wheels under the hopper. I'm fairly sure this mill was used to grind grain, maybe chicken feed. The cast iron parts have part #'s raised in the casting. I think this contraption may be a kit possibly sold by someone like Sears or someone like that. Thank you

More than likely it came assembled as you see it, many early items were a combo of cast, steel & wood.
      Probably dates from around 1940.
It is a rolling mill made to flatten or crack grain.
You could try posting it on smokestack, or some of the other farm related forums.
