Is the stem hollow? Maybe a hukka pipe.

Resembles an old bed warmer. Look on eBay for bed warmers and you will find some similar.

You give no reference to size. Is it 2" long? A meter long? Bigger than a bread-box?

Looking back, a bed warmer is flat on the bottom.

Is it long enough to use over a fire to cook with?

It is about 14" long maybe made out of brass. the bowl on the end is 4" in dia. The lid lefts by a screw and lever on the top the screw even looks hand made. I think it is a ritual item of some sort. It is solid.

I can't prove it but I believe it's an old ember carrier that you would use to move embers from one fire to another stove or fireplace to start another fire. Bic lighters weren't around and matches were rather hard to come by. I haven't seen one this decorated before, but it could certainly serve that purpose.
