Please help. Does anybody recognize this to be a Cigar Cutter. The wood base is 5 3/4" x 2 3/4" x 1 3/4" The radius of the cutter is 3/4" There is a brass tortion bar for a spring load for cutting.

It looks like a cigar cutter to me as well. Factory cutter with a measuring devise for quality control. Will keep looking.
