Howe & Rogers Co. tag on back but dont know the maker or age?

The only information is the Tag Howe & Rogers Co. and stenciled numbers on the back. I think Howe & Rogers Co. is the seller not maker.
No real maker on this item, only stenciled numbers on the back.

Any help identifying the maker and date would be great.
