Hi Mike - are you sure your dragon is a dragon? Could he perhaps be a lion passant - a heraldic lion on all fours? And does the shield conceivably contain a stylised leopard's head? If so, you have an English silver hallmark for London. In that case, if the r is lower case, it is likely the date letter for 1912. DL will then be the maker's mark - hopefully someone else will be able to tell you who DL is. It could be Schindler & Co, when taken over by David Loebl - the date is certainly about right.
It is then likely that what you have, I hesitate to suggest, is a set of open salts, probably made in Bohemia, then imported to England, where the collars will have been added. I hope that helps, or at least causes someone else to point out my mistake - I make a lot!

that would be a great repurposing of open salts. shot glasses! I could dig on that :)

It's definitely a sterling mark with the lion passant, and the leopard mark and the end is the hallmark for London, The Leopard mark in front of the lion will be the date letter so should be easy for you to find it in the link I have added for you

Yep - that's the sterling lion, and it is the correct date letter for London 1912. By on all fours I meant standing like, eg, a dog - as opposed to rampant, which is standing on two legs like a human with both front legs raised.
      No idea on value though!
