I have had this whistle? for a month and just started researching it today. It says whistle for the coal company but I am not sure if it is a whistle. It was made by the Cruver Co and there is a small gap in the rolled tin middle section that exposes the inside.

Curtis Cruver of Chicago, Ill patent a musical toy on Sept 8, 1914. the principle of the design was pull the string through the tube very fast and it would make a noise?

Thanks ttomtucker. More research led to its identification as a Sounding Toy patented in 1914 that made a whistle noise. I do not believe the string is original and there was originally a "duck" handle on one end. Patent #1110114
I looked up Cruver's name in my patent search and missed the one you found. Same patent date as the musical toy.
