I’m quickly learning that my acquisition of glass is going to be slow because of limited funds! Still learning about identification, too. This item, which is described as Loetz, could be in my price range, but I have no reference books to tell me if the shape fits their line. Anyone have an opinion on whether it’s Loetz? It’s described as having a small chip on the rim, but still has a $450 price tag. I’d also like recommendations on a good reference book for Bohemian art glass. I didn’t find much in my survey of Amazon and B&N.

Definitely not Loetz. Probably Kralik, possibly Rindskopf. They both did oilspot decors, but theirs were unlike Loetz papillon. There are good websites to study Loetz and Bohemian glass, and most, for beginners, are better than any books you can find. Study the photos, and ignore most of what is for sale online, where everything is "Loetz", and carries a Loetz price. If you want a decent all-around book, start with something like Truitts' Bohemian Glass.

Thanks very much. I’m getting used to the fact that much of what is claimed to be Loetz is not. If I like the aesthetics of a piece, the Loetz label isn’t critical to me. However, it is so helpful to learn that a piece of Bohemian glass may be bearing the wrong price tag. At least if I like it enough to buy it, I’ll be aware of what I’m doing.

With a chip, I wouldn't pay more than a tenth of their asking price on this piece.
I second Dave's recommendation of the Truitt's book for a good starting point for bohemian glass.

Agreeing with all of the above including the fact that it is overpriced.

Many thanks to all who have been so generous with their advice. I liked the colors on the little vase very much but, after looking at all the Loetz I could find online and reading all your comments, I agreed it was probably something else. That plus the the chip made it easy for me to turn away. I’m especially appreciative of the links given to me, have bookmarked them, and continue on my learning experience. You have all been a great resource! I have a couple of goblets that my mother passed on to me (she purchased them from an antique dealer decades ago), and as soon as I can photograph them I’ll post some photos to see if anyone can identify what I have. Glad I found a community that offers such positive support.
