You have a 1993 B* note printed in Washington DC in August 1994. It is a replacement note that took the place of a note damaged during printing. 2,560,000 notes were printed during the same run with your note. In perfect condition, it would be worth about $10. From the photo, I notice some circulation and if I were looking to buy one, I would offer between $3-$7.
I wouldn't consider it an especially low serial number. Usually, 4 digits or less would be considered low when the series started with serial number 1.
