      Your head light tester has a patent design D-110,727 by Charles W MacMillan of Detroit, Mich on Aug 2, 1938 and it was assigned to Hickley-Myer Co of Jackson, Mich. The patent states: "I have invented a new,original and ornamental design for a headlight testing instrument".
