Ectching , print or painting of Paris

I am unsure how this was done maybe some of you might could tell me.
We bought this at a yardsale one day from a very elderly woman that did not say much about it.
I have tried to make out the name on it so I could look it up and get some information on it but have had no luck, cannot make out the name.
Can someone help with the name of the artist and are the well known?
