Antique jewelry/nail file/fob

I would love to know what this is. I bought it in Denmark about 30 years ago in a small second hand store. It looks like a small sword, and when you pull it out it is a file. I assume it's a nail file. It is mostly brass. The file is steel. It is very well made. The 'sword' hilt has a twisted wire carefully spun around it and the pommel seems to be a very small piece of turned brass. It is completely symmetrical, meaning the front and back are indistinguishable. I'm unable to locate any maker's marks. I assume it is some type of fob, but not a watch fob. Based on the design, it seems more like a man's item than a woman's. Any clues on age, origin, and use would be much appreciated.
