This is mark 14 on page 250 of Tiffany Silver by the Carpenters, Charles and Mary. Made by Moore., Edward C. Who was Tiffany's president from 1869 to 1891. That narrows down the time period for you.
You then move to the other numbers.
On these pieces the Pattern Number 1919 is above the "Quality / 925 . 1000" mark.
Below it is the Order Number 3940.
On page 260 of the Carpenter's book they have a five year period for that patter number.
      1865-1869 : 1551-2250.
I believe that would give a date of c. 1867 when this pattern was first put into production.

The book I have dates to 1978.
Maybe others can be more accurate.
      I hope this helps you.
      I love this Écuelle.
      I love Tiffany silver.
This one has beautiful bright cut engraving that I associate with the Aesthetic Movement.
