TWO METAL FIGURINES

I have these two figurines that are a mystery to me ,they are made of metal and they have the most interesting designs and small bells attached to their bodies ,they both have instruments , they look as if they could be from India or Tibet I'm really not sure what they were used for,they both have a hole the size of a straw under the body ,not sure if this is a vent hole or for mounting on top of a staff or something . any information would be welcome , these are very interesting figures!
